In der deutschen und internationalen Verkehrsforschung findet seit den 1990er Jahren eine Debatte zu Push und Pull als gezielte Kombination verkehrspolitischer Ma\u00dfnahmen statt.<\/p>\n\n\n\n<p>Push-Ma\u00dfnahmen werden als restriktive Ma\u00dfnahmen definiert, die direkt verhaltensbeeinflussend sind und die Wirkungsrichtungen Verkehrsverlagerung und Verkehrsvermeidung verfolgen. Pull-Ma\u00dfnahmen sind hingegen Interventionen, deren Wirkung auf Angebotsverbesserung und Freiwilligkeit basiert und damit abh\u00e4ngig von der Akzeptanz der Nutzerinnen und Nutzer ist. Im Projektverst\u00e4ndnis ist der Push- und Pull-Ansatz auf Ma\u00dfnahmenpakete ausgerichtet, deren gezielte Kombination eine gr\u00f6\u00dfere Wirksamkeit in Hinblick auf Verkehrsverlagerung und Verkehrsvermeidung erzielt.
